Alright, let me explain.
First and foremost, FSW is a virtual world created within WSS. The “Goddesses” are pseudo-personality AIs that have been present since the game’s development phase, acting as administrators of the world. In other words, they are the game’s management.
While in the game, consider them as genuine deities overseeing everything.

But, apart from FSW, I haven’t heard of any other games using pseudo-personality AIs.
